Canada Implements UN Resolution 1737 on the Islamic Republic of Iran's Nuclear Program

The Honourable Peter MacKay, Minister of Foreign Affairs and Minister of the Atlantic Canada Opportunities Agency, today announced that the government is implementing UN Resolution 1737 on the Islamic Republic of Iran's nuclear program.
"The Government of Canada has satisfied its obligations and is fully implementing Resolution 1737, which is intended to bring about the verifiable suspension of Iran's uranium enrichment program," said Minister MacKay. "Canada believes that if Iran wishes to regain the confidence of the international community, as represented by the Security Council, it must earnestly submit to the requirements of Resolution 1737."
On February 22, the Governor-in-Council made new regulations under the United Nations Act: the Regulations Implementing the United Nations Resolution on Iran. Together with existing relevant provisions of the Canada Shipping Act, the Export and Import Permits Act and the Nuclear Safety and Control Act, these regulations will enable Canada to fully implement in Canadian law the sanctions mandated by Resolution 1737 of the Security Council. The regulations will be tabled in Parliament, as required by section 4 of the United Nations Act. An unofficial version of the regulations is attached as a backgrounder. The official version will be published in the Canada Gazette, Part II, on March 7, 2007.
The regulations impose an embargo on certain goods and services that could contribute to Iran's activities linked to enrichment, reprocessing, heavy water or the development of nuclear weapons delivery systems. They also address an assets freeze and a travel notification requirement.

Backgrounder
Whereas the Security Council of the United Nations, acting under Article 41 of the Charter of the United Nations, adopted Resolution 1737 (2006) on December 23, 2006;
And whereas it appears to the Governor in Council to be necessary to make regulations for enabling the measures set out in that Resolution to be effectively applied;
Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Foreign Affairs, pursuant to section 2 of the United Nations Act, hereby makes the annexed Regulations Implementing the United Nations Resolution on Iran.
REGULATIONS IMPLEMENTING THE UNITED NATIONS RESOLUTION ON IRAN

INTERPRETATION
1. The following definitions apply in these Regulations.
"Canadian" means an individual who is a citizen within the meaning of the Citizenship Act or a body corporate incorporated by or continued under the laws of Canada or a province. (Canadien)
"Committee of the Security Council" means the Committee of the Security Council of the United Nations established under paragraph 18 of the Security Council Resolution. (Comité du Conseil de sécurité)
"designated person" means a person
(a) whose name appears on the Annex to the Security Council Resolution;
(b) that has been designated by the Security Council of the United Nations under paragraphs 10 or 12 of the Security Council Resolution as being engaged in, directly associated with or providing support for Iran's proliferation sensitive nuclear activities or the development of nuclear weapon delivery systems; or
(c) that has been designated by the Committee of the Security Council under paragraph 18(f) of the Security Council Resolution as being engaged in, directly associated with or providing support for Iran's proliferation sensitive nuclear activities or the development of nuclear weapon delivery systems. "Guide" has the same meaning as the definition Guide in section 1 of the Export Control List. (guide)
"Iran" means the Islamic Republic of Iran and includes its political subdivisions. (Iran)
"Minister" means the Minister of Foreign Affairs. (ministre)
"person" means an individual, a body corporate, a trust, a partnership, a fund, an unincorporated association or organization or a foreign state. (personne)
"product" means any item, material, equipment, good or technology. (produit)
"property" means property of every description and documents relating to or evidencing the title or right to property, or giving a right to recover or receive money or goods, and includes any funds, financial assets or economic resources. (bien)
"Security Council Resolution" means Resolution 1737 (2006) of December 23, 2006 adopted by the Security Council of the United Nations. (résolution du Conseil de sécurité)
"technical assistance" means any form of assistance, such as providing instruction, training, consulting services or technical advice or transferring know-how or technical data. (aide technique)
"technical data" includes blueprints, technical drawings, photographic imagery, computer software, models, formulas, engineering designs and specifications, technical and operating manuals and any technical information. (données techniques)
"working day" means a day that is not Saturday or a holiday. (jour ouvrable)
APPLICATION
2. These Regulations are binding on Her Majesty in right of Canada or a province.
PROHIBITIONS
3. No person in Canada and no Canadian outside Canada shall knowingly sell, supply or transfer, directly or indirectly, any of the following products, wherever situated, to any person in Iran or for the benefit of Iran:
(a) those that appear in sections 2 to 7 of Annex B of Information Circular INFCIRC/254/Rev.8/Part 1, entitled "Communications Received from Certain Member States Regarding Guidelines for the Export of Nuclear Material, Equipment and Technology", set out in the Security Council of the United Nations document S/2006/814;
(b) those that appear in section 1 of Annex A and section 1 of Annex B of that Information Circular, except
(i) equipment covered by section 1 of Annex B, if that equipment is for light water reactors, and
(ii) low-enriched uranium covered by section 1.2 of Annex A, if it is incorporated in assembled nuclear fuel elements for light water reactors;
(c) those that appear in the Security Council of the United Nations document S/2006/815, except products covered by item 19.A.3 of Category II;
(d) any other products identified by the Committee of the Security Council or by the Security Council of the United Nations for the purpose of subparagraph 3(d) of the Security Council Resolution;
(e) all products that appear in Information Circular INFCIRC/254/Rev.7/Part 2, entitled "Communications Received from Certain Member States Regarding Guidelines for Transfers of Nuclear-related Dual-use Equipment, Materials, Software and Related Technology" set out in the Security Council of the United Nations document S/2006/814; or
(f) those that are listed in the following provisions of the Guide:
(i) group 1, items 1-1.A.1 to 1-1.A.3,
(ii) group 1, item 1-1.C.,
(iii) group 1, items 1-7.A. to 1-7.E.,
(iv) group 1, items 1-9.A. to 1-9.E.,
(v) group 2, items 2-10.c and 2-10.d,
(vi) group 2, item 2-21.b.1.a,
(vii) group 2, items 2-21.b.1.d, and 2-21.b.2.
4. No owner or master of a Canadian ship, within the meaning of section 2 of the Canada Shipping Act, and no operator of an aircraft registered in Canada shall knowingly carry, cause to be carried or permit to be carried, any of the products referred to in section 3, wherever situated, that are for the benefit of Iran or destined for any person in Iran.
5. No person in Canada and no Canadian outside Canada shall knowingly provide, to any person in Iran, technical assistance, financial services, brokerage or other services, related to the supply, sale, transfer, manufacture or use of any of the products referred to in section 3.
6. No person in Canada and no Canadian outside Canada shall knowingly make available to any person in Iran any property, financial assistance or investment, related to the supply, sale, transfer, manufacture or use of any of the products referred to in section 3.
7. No person in Canada and no Canadian outside Canada shall knowingly procure any of the items that appear in Security Council of the United Nations document S/2006/814 or S/2006/815, wherever situated, from any person in Iran or any other person acting on behalf of, at the direction of, or for the benefit of, Iran.
8. No owner or master of a Canadian ship, within the meaning of section 2 of the Canada Shipping Act, and no operator of an aircraft registered in Canada shall knowingly carry, cause to be carried or permit to be carried any of the items that appear in Security Council of the United Nations document S/2006/814 or S/2006/815, wherever situated, destined for any person in Canada and procured from any person in Iran or any other person acting on behalf of, at the direction of, or for the benefit of, Iran.
9. No person in Canada and no Canadian outside Canada shall knowingly
(a) deal directly or indirectly in any property in Canada as at December 23, 2006 or at any time after that date, that is owned or controlled by a designated person, by a person acting on behalf of, or at the direction of, a designated person, or by a person owned or controlled by a designated person;
(b) enter into or facilitate, directly or indirectly, any financial transaction related to a dealing referred to in paragraph (a);
(c) provide any financial or other related service in respect of the property referred to in paragraph (a); or
(d) make any property or any financial or other related service available to or for the benefit of a designated person, a person acting on behalf of, or at the direction of, a designated person, or a person owned or controlled by a designated person.
10. No person in Canada and no Canadian outside Canada shall knowingly do anything that causes, assists or promotes, or is intended to cause, assist or promote, any act or thing prohibited by sections 3 to 9.
DUTY TO DETERMINE
11. (1) Each of the following entities must determine on a continuing basis whether it is in possession or control of property owned or controlled by a designated person, by a person acting on behalf of, or at the direction of, a designated person, or by a person owned or controlled by a designated person:
(a) authorized foreign banks, within the meaning of section 2 of the Bank Act, in respect of their business in Canada or banks to which that Act applies;
(b) cooperative credit societies, savings and credit unions and caisses populaires regulated by a provincial Act and associations regulated by the Cooperative Credit Associations Act;
(c) foreign companies, within the meaning of subsection 2(1) of the Insurance Companies Act, in respect of their insurance business in Canada;
(d) companies, provincial companies and societies, within the meaning of subsection 2(1) of the Insurance Companies Act;
(e) fraternal benefit societies regulated by a provincial Act in respect of their insurance activities and insurance companies and other entities engaged in the business of insuring risks that are regulated by a provincial Act;
(f) companies to which the Trust and Loan Companies Act applies;
(g) trust companies regulated by a provincial Act;
(h) loan companies regulated by a provincial Act; and
(i) entities authorized under provincial legislation to engage in the business of dealing in securities, or to provide portfolio management or investment counselling services.
(2) Every entity referred to in subsection (1) must report monthly, to the principal agency or body that supervises or regulates it under federal or provincial law, either
(a) that it is not in possession or control of any property referred to in that subsection; or
(b) that it is in possession or control of such property, in which case it must also report the number of persons, contracts or accounts involved and the total value of the property.
(3) No person contravenes subsection (2) by making a report in good faith under that subsection.
DISCLOSURE
12. (1) Every person in Canada and every Canadian outside Canada shall disclose without delay to the Commissioner of the Royal Canadian Mounted Police and to the Director of the Canadian Security Intelligence Service
(a) the existence of property in their possession or control that they have reason to believe is owned or controlled by a designated person, by a person acting on behalf of, or at the direction of, a designated person, or by a person owned or controlled by a designated person; and
(b) information about a transaction or proposed transaction in respect of property referred to in paragraph (a).
(2) No person contravenes subsection (1) by disclosing in good faith under that subsection.
13. The Minister of Public Safety and Emergency Preparedness is authorized to disclose information to the Minister for the application of paragraph 10 of the Security Council Resolution.
14. The Minister is authorized to disclose information collected under section 13 to the Committee of the United Nations Security Council for the application of paragraph 10 of the Security Council Resolution.
PETITION TO NO LONGER BE A DESIGNATED PERSON
15. (1) Any Canadian or person in Canada who is a designated person may petition the Minister in writing to no longer be a designated person.
(2) The Minister shall notify the petitioner, within 60 days after receiving the petition, of his or her decision to submit the petition to the Security Council of the United Nations or to the Committee of the Security Council, as the case may be.
(3) If there has been a material change in circumstances since the last petition was submitted, a person may submit another petition under subsection (1).
EXCEPTIONS
16. (1) A person claiming not to be a designated person may apply to the Minister for a certificate stating that they are not the person who has been designated by the Committee of the Security Council or by the Security Council of the United Nations.
(2) If it is established that the applicant is not a designated person, the Minister shall issue a certificate to the applicant within 15 days after receiving the application.
17. (1) A person whose property has been affected by the application of section 9 may apply to the Minister for a certificate to exempt property from the application of that section if the property is necessary for basic or extraordinary expenses, or if it is the subject of a judicial, administrative or arbitral lien or judgment, a hypothec, prior claim, mortgage, charge or security interest.
(2) The Minister shall issue a certificate, if the necessity of that property for basic or extraordinary expenses is established in accordance with the Security Council Resolution, or if the property is the subject of a judicial, administrative or arbitral lien or judgment, a hypothec, prior claim, mortgage, charge or security interest
(a) in the case of property necessary for basic expenses, if the Committee of the Security Council did not refuse the release of the property, within 15 working days after receiving the application;
(b) in the case of property necessary for extraordinary expenses, if the Committee of the Security Council approved the release of the property, within 30 working days after receiving the application; and
(c) in the case of property that is the subject of a judicial, administrative or arbitral lien or judgment, a hypothec, prior claim, mortgage, charge or security interest, if the lien, judgment, hypothec, prior claim, mortgage, charge or security interest was entered prior to December 23, 2006, is not for the benefit of a designated person and has been brought to the attention of the Committee of the Security Council by the Minister, within 90 days after receiving the application.
18. (1) A person whose property has been affected by the application of section 9 may apply to the Minister for a certificate to exempt property from the application of that section if the property is necessary for activities directly related to those items set out in subparagraphs 3(b)(i) and (ii).
(2) If the necessity of that property is established in accordance with the Security Council Resolution, the Minister shall issue a certificate after he or she has informed the Committee of the Security Council of his or her intent to issue the certificate.
19. (1) If a contract has been entered into by a party who subsequently became a designated person, any party to that contract may apply to the Minister for a certificate to exempt property from the application of section 9 in order for any party who is not a designated person to receive a payment or for the party who is a designated person to make a payment under that contract.
(2) The Minister shall issue a certificate within 90 days after receiving the application and at least 10 working days after having informed the Committee of the Security Council of his or her intent to issue the certificate, if it is established that
(a) the contract was entered into prior to any party becoming a designated person;
(b) the contract is not related to products referred to in section 3, nor to the provision of technical assistance, financial services, brokerage or other services, property, financial assistance or investment related to the supply, sale, transfer, manufacture or use of products referred to in that section; and
(c) the payment is not to be received directly or indirectly by a designated person, by a person acting on behalf of, or at the direction of, a designated person, or by a person owned or controlled by a designated person.
20. (1) A person wishing to sell, supply or transfer any products referred to in paragraphs 3(e) and (f) and claiming that those products would not contribute to Iran's enrichment-related, reprocessing or heavy water-related activities, to the development of nuclear weapon delivery systems, or to the pursuit of activities related to topics about which the International Atomic Energy Agency (IAEA) has expressed concerns or identified as outstanding, may apply to the Minister for a certificate to exempt those products from the application of sections 3 to 6.
(2) The applicant shall submit to the Minister, in writing, the following information and declarations:
(a) the applicant's name, address and telephone number and, if the applicant is a corporation, the name of a contact person;
(b) if the applicant is applying for a certificate for, on behalf of or for the use of another person who will sell, supply or transfer the products, the name, address and telephone number of the other person;
(c) the customs office at which the products will be reported in the prescribed form under the Customs Act;
(d) the name and address of each consignee;
(e) the country in which the products are to be consumed or the country of final destination;
(f) for each type of separately identifiable product,
(i) if the product appears in the Guide, the corresponding item number,
(ii) if it exists, the Harmonized Commodity Description and Coding System commodity code as set out in the Harmonized System Nomenclature, published by the World Customs Organization,
(iii) a description of the identifiable products, including technical specifications, with sufficient detail to disclose their true identity and in terms that avoid the use of trade-names, technical names or general terms that do not adequately describe the goods, and
(iv) the quantity, unit value and total market value of the identifiable products, free on board (f.o.b.), factory or first shipping point in Canada and the approximate net weight;
(g) the total value of all types of separately identifiable products intended to be sold, supplied or transferred;
(h) all other relevant information, including
(i) an End-use Certificate,
(ii) an End-use Statement,
(iii) a copy of the contract between the applicant and the person to whom the applicant wishes to sell, supply or transfer the products,
(iv) a summary report on any prior sale, supply or transfer of like products by the applicant,
(v) the intended end-use of the products by the consignee of the goods,
(vi) the intended end-use location of the products if different from the location of the consignee,
(vii) the export permit numbers of any previous export permits issued to the same applicant,
(viii) an import permit issued by the government of the country for which the products are destined, and
(ix) an in-transit authorization;
(i) a declaration that, to the best of the applicant's knowledge, the products would not contribute to Iran's enrichment-related, reprocessing or heavy water-related activities, to the development of nuclear weapon delivery systems, or to the pursuit of activities related to topics about which the IAEA has expressed concerns or identified as outstanding; and
(j) a declaration that the information provided under this subsection is true, complete and correct.
(3) The Minister shall issue a certificate, if it is established that the products that are the subject of the application would not contribute to Iran's enrichment-related, reprocessing or heavy water-related activities, to the development of nuclear weapon delivery systems, or to the pursuit of activities related to topics about which the IAEA has expressed concerns or identified as outstanding.
21. No person contravenes these Regulations by doing an act or thing prohibited by any of sections 3 to 10 if, before the person does that act or thing, the Minister issues a certificate to the person stating that
(a) the Security Council Resolution does not intend that such an act or thing be prohibited; or
(b) the act or thing has been approved by the Security Council of the United Nations or by the Committee of the Security Council in accordance with the Security Council Resolution.
COMING INTO FORCE
22. These Regulations come into force on the day on which they are registered.

Climate Change Clock is Clicking in Iran

On Friday February 23rd, 2007 the Islamic Republic of Iran {IRI} firmly stated to the International Atomic Energy Agency which is body of the United Nations that it won’t halt its uranium enrichment program which has hostile intention to proliferate nuclear bombs against humanity. Clearly now, climate has changed on Iran and clock is clicking against the IRI.

The dark clouds are gathering over Persian Gulf in a fast pace now, and bolt of lighting shall strike on the IRI very soon, sooner than anyone can imagine. Consequently, mothers will lose their sons and daughters, wives will become widows, sons and daughters will become orphans and won’t see their loving parents simply because the IRI has desire of possessing nuclear bombs with intention to murder innocent individuals in the name of Islam.

There are some individuals like Dr. Abbas MILANI, who is flirting with the IRI and is assisting the longevity of the IRI by given face lift to deadly image of the IRI. So, he is allowing the bolt of lighting to strike on Iran with deadly result. Moreover, he is not the only culprit of allowing the bolt of lighting to strike on Iran. There are other individuals too like Christine AMANPOUR, who, on February 16th 2007, appeared on the CBC and told viewers that how Reformist in Iran are changing the political structure and mood of Iran and selected President Mahmoud AHMADI NEZHAD will not be in position to utter threat to the West. There is a question for above individuals. Will Dr. MILANI and other individuals like AMANPOUR who are assisting the longevity of the IRI ask themselves, how are they planning to look at face of mothers who will lose their sons and daughters, face of wives who will lose their husband and face of children who will lose their parents? Quite frankly, they have no conscience and won’t bother them whatsoever; simply they care about their own self-interests.

The above individuals think because the IRI, in past, cheated its enemy and this time the IRI will cheat defeat. However, this time, it is different because the West is in an imminent danger by the IRI and won’t hesitate to use force against the IRI.

Know this that now, it is time to be united against the IRI and to remove the IRI with our own power and glory because dark clouds are looming on Iran and clock is clicking in fast pace against the Iran and better believe it that the IRI is gone and history won’t judge Dr. MILANI or AMANPOUR but current generation will pass swift judgment on collaborators of the IRI as individuals who became cane of the IRI.

Supporting the Islamic Republic of Iran in Canada

Dear Honorable MacKay:

On Februray 15th, 2007 Mr. David HARRIS and Sayeh HASSAN drafted one srticle on behalf of Canadian Coalition which was published on National Post. This article explicitly expressed one special request from Federal Government of Canada which was to take firm approach against the Islamic Republic of Iran {IRI}. On same day, one copy of article was e-mailed to Honorable Prime Minister of Canada and the PMO responded that thos e-mail was forwarded to Honorable Peter MacKay. Thus, this letter is seeking to assist Honorable MacKay to make right decision for future of Canada by taking firm approach against the IRI.
This paper referred to role of the IRI involvement in proxy war between Israel and Lebanon which took place in summer of 2006 [1]. As a matter of fact the IRI has an agenda for past 29 years to committee another holocausr with its nuclear bombs. As a result, European Nations and the US are imposing fair and just sanction against the IRI with intention to scrap the cleric's nuclear programs in Iran.
The clerics are not just mangling in Lebanon; the clerics are mangling in Iraq too. On February 14th, 2007 Telegraph.co.uk reported that "Britian and America are furious with Austria for exporting to Itan 800 sniper rifles that could be used against their troops in Iraq" [2] because these rifles are strong enough to penetrate into a US Humvee [3]. According to recent report 100 of above rifles are discovered in Iraq. Canadian need to know that wining in Iraq means, Canadian Arm Force will win in Afghanistan. In event, the US loses war in Iraq, and once the clerics eliminates the US force in Iraq, the cleric will expand their Islamic wing in afghanistan. The IRI has agenda to export ite revolution to other nations including Canada.
Canadian Government has acted so far incompetent to combat war on terror, and as National Post simply brought forward accusation that Canada is allowing the IRI for using Canada as an economic base for their personal gain. In fact, there are legal evidences that Canada does harbor terrorism, which is serious matter and needs to be dealt with. In addition, Canada is allowing the IRI to stash money in Canada. As a result, Canada has turned its back at the US on matter of delaing with terrorism and Iranian people. Unless Canada wants to reverse its policy and to prove otherwise as the National Post pointed "Iranians who desire freedom will come to know that Canadians will not stand by and allow the Islamic regime's offical to prosper while their people suffer and the world is held hostage to the ayatollahs' belligerence. Finally, if there is to be hope for avoiding war, Canada must support Iranians who want change"[4].
Last comment that the IRI from time of its inception has embraced Machiavellian political doctrines in Iran, which means the IRI is ruling Iranian people with fear, fruad, and force and the IRI does not have consent of Iranian people to rule them because 10% of Iran's population which is composed of the clerics class is controlling 75% of Iran's wealth, and 90% of Iran's population is controlling 25% of Iran's wealth and this income disparity is on rise. Consequently, Iranian people are deprived from having prosperous future because the clerics are not investing money in Iran and are investing in countries like Canada. There are valid questions that how Canada is preparing itself to respond to Iranian people after regime change in Iran that how Canada had become a safe heaven for "Ayatollah Ali Khamemei, Iran's Supreme Leader, former Iranian president Hashemi Rafsanjani, and their children are thought to have million of dollars invested in Canada. Some of this money could well have been misappropriated from Iranians[?]"[5] All above matters written in the book with name of "Romanticisim and Revivalism of Pure Divine Motherland of Iran" PEN name Iran Zamin. Most importantly, Peter MacKay is coming from peaceful family and Madam Macha MacKay is a peace activist person [6] and she would oppose Canadian Government for assisting murderers to run around Canada and Canada has become an economic base for HEzbollah Organization.
As a result, the IRI is a global threat; it is not just a regional threat. The IRI has an agenda to export its revolution to other nations. Thus, it is harboring terrorism and contributing to terrorism on global scale, and today the US in Iraq is facing serious threat of defeat by the IRI and once the IRI defeats the US in Iraq, the IRI will deploy its terror camp in Afghanistan. Also, it is worthy to understand the other side of the coin that the IRIis at point of collapse because it does not have consent of Iranian people to rule them, and Canada cannot become a cane for the IRI to remian on its feet. Now, it is time, to remove the cancer from the surface of the earth which is the IRI. Eagerly, waiting for your respond.

In 1979, when the Islamic Republic of Iran was incepted in Iran by unholy alliance of Reactionary group which means the religious group and Red group which means the left wing groups. This unholy alliance was chanting from beginning to export its revolution to the world, and whole world must embrace this Islamic Revolution, and to give-up on their way of life.

The above philosophy that other nations must embrace the Islamic Republic Revolution appeared to be absurd, strange and out of question because why the other nations must embrace this Islamic Republic Revolution? Plus, there was another conventional question among sane Iranian people that how this Islamic Republic Revolution will be exported to other nations? Only, time will say how this tyrannical Islamic Republic of Iran {IRI} was going to be export to other nations.

Today, time has proven that how this tyrannical Islamic Republic of Iran has been exporting its Revolution to other nations. In first stage of exporting this theology state to other nations, the IRI always has interfered in Iraq and want to absorbs Iraq’s territory due to high population of Shiite Sect in Iraq, and today the fruit of IRI interferences in Iraq is blooming because US Army confirmed one trouble maker Shiite Mullah with name of Muqtada al-Sadr fled Iraq
[1], which means when it was tough times and time to run for safety, he ran to a place that he knew he was welcome and "we will acknowledge that he is not in the country and all indications are in fact that he is in Iran," Maj.-Gen. William Caldwell told reporters on Wednesday from Baghdad. Caldwell added al-Sadr "left sometime last month."[2] In addition, the IRI has infiltrated in Syria and Lebanon because whenever the IRI wants to cause unrest in Lebanon, the IRI orders its puppet in Syria to provide all necessary means to Mullah Hassan Nasrallah in Lebanon in order to cause chaos in Lebanon.

The IRI has one barrier to absorb Iraq which is due to US President George BUSH, who is determined to remove the theology state in Iran in order to bring law and order back in Iraq. Today, the IRI one more time has created unholy alliance with Iran’s left wing group and is influencing the US internal policy.

The IRI has made unholy alliance with the left wing group and there is one prominent person with name of Dr. Abbas MILANI, who is belong to Iran’s left wing group, and when in Iran the theology state commenced to crack down on left wing group he fled Iran in rush. Dr. MILANI has been very critical of US roles in Human Rights Violation and he stated that "an America that has the Guantanamo Bay jail in it, an America in which minorities, blacks, have suffered from legal deprivations, without a doubt has international issues with regards to this. . . ."
[3]. Dr. MILANI is fully aware that, in 1988, the IRI committed mass execution and raped female left wing political prisoners in Iran. In case of US, there are legal systems which deal with Human Rights Violation. However, in Iran there is total absent of legal system to deal with Human Rights Violation in Iran. Why Dr. MILANI is more concern about Human Rights Violation in US and not Iran? Why is he so interested to prolong the theology state in Iran?

The reactionary force has appeared on US politics too. Individual like Dr. Mansour Farhang, a former Islamic Republic of Iran ambassador
[4], and Dr. Farhang believes that "wise diplomatic solution" to Iraq, which involved direct negotiations with Iran, and was expanding the war in order to "not lose international clout." Farhang also claimed the U.S. was to blame for the increased violence and instability in Iraq”[5]. Did Dr. Farhang forget that the Revolution Guard of Mullah from Gods unit supplies arsenal to the insurgents in Iraq? Recently, new evidences emerged on surface that “Britain and America are furious with Austria for exporting to Iran 800 sniper rifles that could be used against their troops in Iraq”[6]. Further, the US army confirmed that the IRI was behind of murdering of 170 US soldiers in Iraq and severely wounding 360 soldiers in Iraq because of the IRI involvement in Iraq.

There are other individuals who are interfering with US’s internal politics with intention to prolong the theology state in Iran like Mohammad Hossein Adeli, who was the IRI ambassador in UK and Karim Sajadpour, Bill Samii and Afshin Molavi. These individuals need to know that in free future of Iran they will answer to Iranian people for taking a role in prolonging the theology state in Iran.

This tyrannical theology state has a lengthy record of Human Rights Violation just to name one that every summer time, the IRI deploys its Revolutionary Guard and Besiji in the street of each cities in order to enforce sumptuary laws in Iran and anyone found violating sumptuary laws, the accuse will face immediate and sever legal justice. The above individuals who are prolonging the theology state in Iran must answer to these victims of cleric and Iranian people will be very angry with them.

All in all, today the IRI is able to export its Islamic Revolution globally because one more time, there is an unholy alliance between left wing and reactionary group with intention to prolong the theology state in Iran. The fact remains that the IRI is harboring terrorism in Iraq, and Iranian people must topple the theology state in Iran in order to create safe and secure world from Islamic terrorism. In addition, the above individuals are not representing Iranian people, they are simply representing their own interest, as well as, interests of the IRI, and Crown Prince Reza PAHLAVI Heir to Throne of Iran and other individuals who are speaking in a same tone as Crown Prince for liberation of Iran are representing Iran and Iranian people’s interests.

Two Visionary Americans Came to Build Iran

Iran’s history, in early 1900, has recorded two visionary Americans with name of Mr. Howard Conklin BASKERVILLE and Mr. William Morgan SHUSTER that they came to build Iran’s educational system and rooting out economic corruption in Iran, at the same time, these above individuals were defending Iranian people against colonization of Russia and Britain.

These above individuals are heroes of Iranian people who left comfort of their own home in the US and came to turmoil Iran with intention of rescuing Iran from disaster which was caused by Russia and Britain that these two superpowers, Russia and Britain, in 1907, signed a treaty that they divided Pure Divine Motherland of Iran in two spheres for their own interests and it is worthy of every Iranian person to remember Mr. Howard Conklin BASKERVILLE and Mr. William Morgan SHUSTER that they were defending Iranian people against all above odds and should not be forgotten by anyone and their proud memory must be remembered and cherished by Iranian people that their self-scarifies for Iran and Iranian people was not in vain. The above historical characters wanted to help Iranian people to build their country because they believed in Iranian people’s will for self-determination of their country and they believed that Iranian people were capable of determining their own future, and today please have faith on Iranian people that Iranian people can build better future for themselves by rendering civil disobedience tools to liberator force of Iran.

In 1907, Mr. Howard Conklin BASKERVILLE graduated from Princeton Theological Seminary
[1], and this young altruistic man was just 22 years old who left his home behind and moved far distance from his beloved home to Iran as a teacher at the American Memorial School in Province of Azerbijon at city of Tabriz[2]. He came to a country which was in verge of breaking by two superpowers of Russia and Britain, and Iranian people were in skirmish with their King on how much a King should possess political power, which was corner stone of Constitutional Revolution in Iran. Mr. Howard BASKERVILLE came to Iran at the height of Constitutional Revolution and he was residing in city of Tabriz which is an epicenter of all revolution in Iran. On April 19th, 1909 Mr. BASKERVILLE was 24 years old, who took leadership of 150 nationalist fighters in order to defend city of Tabriz from an aggressor force[3]. On this faithful day, Fortune lady rebelled at him, and one enemy bullet ripped his heart apart suddenly at very young age[4] and now he is resting in peace at city of Tabriz[5]. The bullet ripped his heart apart, but his free spirit has remained in Iran.

Still, today Iranian people did not forget about his bravery and ultimate price that he paid for Iranian people and Iranian people have made a sculpture for him which is located at city of Tabriz Constitution House
[6]. As a matter of fact, Iranian referred to him as “Howard Baskerville, an Iranian hero from America” [7] which really means that he was a true Iranian patriotic and regardless of his background.

Mr. William Morgan SHUSTER graduated from Columbian University and Law School, and in early 1900, when Iran needed a trustworthy friend to save Iran from financial catastrophe which was partially caused by Russia and Britain due to unfair economic trades with Iran. Thus, these unfair economic trades put Iran’s economic in a fragile state and required a wise person to build Iran’s economic system and at this time, Mr. SHUSTER with his young family came to Iran as a savior of Iranian people. He was working as a financial advisor to the parliament, and he was well respect by Iranian people.

Mr. SHUSTER did not have an easy ride toward improvement of Iran’s fragile economic system. He had to defend Iranian people against internal corruption and superpowers like Russia and Britain that these superpowers found Mr. SHUSTER’s present in Iran unacceptable because these superpowers were not in position to rob Iran’s wealth. Mr. SHUSTER wrote a book with name of “The Strangling of Persia” and he was optimistic about Iranian people and he gave his vote of confidence that Iranian was capable of building their own country despite of all difficulties. He believed that one of reason that Iranian failed that because Iranian people were not well experience in game of dirty politics as Russia and Britain were well experienced and their skilled were sharpened due to their long practice of dirty politics and gained experiences. Eventually, Russia could not handle Mr. SHUSTER and attacked Iran. Consequently, Mr. SHUSTER resigned from his position in Iran in order to stop Russia from invading, murdering and looting Iran and Iranian people.

In brief thoughts storming, in early 1900, two visionary American came to build Iran from ashes, they came to Iran when Iran was at point of destruction due to Russia and Britain were playing dirty political games with Iran and Iranian people.

Iranian people wanted Constitutional Laws to govern their nation and people of Tabriz gave the shocked wave of Constitutional Revolution in Iran, as Iran was going through major changes Mr. BASKERVILLE came to Iran and became true patriotic Iranian with mission to contribute to Iran’s Constitutional Revolution, and as he was defending Iranian people for their right to Constitutional Laws, all of a sudden, he had to fight for his own life and was too late to realize that he let his own guard down, {he gave his life for me, how can anyone thanks him?} The last American which can be mention at this time that was Mr. SHUSTER, who came to Iran to save Iran’s fragile economic system. Some may think that he did not accomplish his final objective which was total face lift of Iran’s economy; however, the fact remains concrete that he was an honest man with a vision to build Iran’s economy which counts; he did not join gang of thieves to rob Iranian people and he left a legacy behind for Iranian people to defend themselves against all odds.

Today, Iran is not any different than early 1900, today Iran is in fragile state of economy, and current tyrannical theology state in Iran do not have consent of Iranian people to govern them. According to data, in Iran, 10% of population is controlling 75% of Iran’s wealth and this 10% is composed of brutal and corrupt cleric class, and 90% of Iranian is controlling 25% of Iran’s wealth
[8]. As a result, there is a pervasive income disparity which is on rise due to high inflation rate[9]. Iranian people are fully aware that they have no future to better themselves in any shape or form, and they know very well that their wealth is stolen from them and stashed in countries like Canada[10]. One more time, Iranian people need good friends on their side to save Iran from catastrophe and please President George BUSH Junior render civil disobedience tools to people like Crown Prince Reza PAHLAVI Heir to Throne of Iran because He is a well known Person in Iran and does not require introduction that who He is and Iranian people deserve an opportunity to determine their own future.

Proper meaning of several political terms

It is always safe to learn what political terms really mean, and by learning concept of several political terms someone won’t fall in a trap of enemy. This short paper is written because Iran’s history recorded when Iranian people did not know what Karl MARX and Frederick ANGLES wrote in their book with title of “The Communist Manifesto” about faith and religion, which was about separation of religion from politics and abolishing of religion, and when Khomeini HENDI declared that he would enforce Marxist-Islamist doctrines in Iran, Iranian people began to believe what Khomeini said, and followed Khomeini, and now it is time to learn new and fresh political terms as follow:

What does a technocrat mean?

These days there is a trend among Iranian community to call themselves technocrat, and indeed, these individuals are technocrats in their own field of specialty. These respectable individuals attended higher education and achieved their academic goals in their own preferred fields. It is worthy of time to learn the real and proper meaning of technocrat and “the term "technocrat" in current usage refers to individuals with technical training and occupations who tend to perceive {assuming, or sign of bias} important societal problems as technological in nature, while proposing largely technology-focused solutions to the various problems. This term is mainly used by technology policy analysts who focus their research on the power struggles and conflicts of interest present when different occupational groups compete for societal resources and authority. According to this theory, originally introduced by the administrative scientist Gunnar K. A. Njalsson, technocrats are primarily driven by their cognitive "problem-solution mindsets" and only in part by particular occupational group interests. Their activities and the increasing success of their ideas are thought to be a crucial factor behind the modern spread of technology and the largely ideological concept of the "Information Society". This definition goes further than its predecessors in distinguishing technocrats from "econocrats" and "bureaucrats" - groups whose problem-solution mindsets differ from those of the technocrats”

“a technocrat's decisions lack democratic legitimacy {which means does not have majority consent of citizens};
a technocrat's decisions are often inadequate, because they are taken remotely and do not take into account the actual parameters of the situation {which means does not reflect on reality of situation, it is based on theory and variables that has not has been tested yet, and outcome is unknown};
a technocrat's decisions reflect his[/her] ideological biases {when it is bias, it is worthless}”[2].
Also, there is another angle into this term of technocrat that “in contrast to this derogatory meaning, some use the term "technocrat" to refer to professionals with superior technical knowledge who can put aside personal biases and partisan rivalries in order to "get the job done". Thus, calling someone a "technocrat" may be a positive remark”
[3].

In conclusion, “whether the term "technocrat" carries a positive or negative connotation depends largely on the context, audience and the intent of the person using it”
[4]. In today’s reality, the term technocrat does not have positive outlook and term technocrat could give negative vibe to audiences. Thus, it is better to refrain from using term technocrat because an audience is mixed of people with diverse ideas and life experiences.

What is a state?

The term state can be confused with term government, and actually state is different than term government, each term has its own distinct characteristics and qualities, and should not be mix with one another.

Each country has one distinct state which is foundation of a nation, and term state has “three main characteristics. First, it involves territorial boundaries. States have borders, beyond which their legal authority is either nil or strictly limited. Second, the state consisted of a complex set of institutions that wield public authority. The court, the police, and the educational system are outposts of the state’s authority no less than are the elected legislature and the bureaucracy. Third, the state is defined in terms of power, what Weber {he is a sociologist, who discussed in a same line as Karl MARX concept of power struggle} called its ‘monopoly of the legitimate use of physical force in the enforcement of its order “
[5].

Today, there are three types of states. One, there is a Republic state, second there is an Absolute Monarchy state and last there is a Constitutional Monarchy state. These are good type of states because foundation of each state is on premise of consent of its citizens and not subjects.

What is a government?

The term government “is a term more usefully reserved for those who have been elected to power. It is more personal than the state, being associated with a particular group elected to power {Marxist concept of power struggle} of people and usually, with political parties. In democratic political systems governments are chosen and removed through elections. These elections-the rules and procedure by which governments are formed-are part of the state system”
[6]. Thus, there is a candidate who is nominated to an electoral process which is must to require consent of citizens of a constituency by means of voting system which is converted to consent of a constituency that gives permission to the candidate to be elected to an office and the person is elected to the office acts behalf of his/her constituency and is representing the constituency’s will. If there is a government and is out of above features and structures, it is unresponsive, unaccountable and elitist.

What is an opposition?

The term an opposition carries heavy weight on its shoulder, and most importantly it is a political party which is elected to the parliament with intention to undermine the current formed government in the parliament, and in rare occasion to topple the current government and the opposition party is “the party which is usually holds the second-largest number of seats in the legislature and represents the likely alternative to the government-of-the-day should it resign following defeat in the legislature, or at the time is the likely alternative were the government party to suffer defeat in the next election”
[7]. Thus, any Iranian in the West that they are calling themselves opposition, are they falling on above definition?

What is a liberator?

“1.to set free, as from imprisonment or bondage.

2.to free (a nation or area) from control by a foreign or oppressive government.

3.to free (a group or individual) from social or economic constraints or discrimination, esp. arising from traditional role expectations or bias”
[8].

Iranian people in the West are liberator forces of Iran and not opposition group, and Western politicians will understand better why these Iranian in the West want the theology state in Iran to be removed totally.

What does King or Queen means from Iran’s political culture point of view?

Iranian King or Queen Governorship of a sovereign state has been playing in different capacity than the Western Monarchy systems. Iranian King or Queen played role of a Just Ruler toward their citizens and there is no wonder why Holy Bible has referred to six Iranian Kings as “Just and Benevolent” that these Kings treated their citizens with respect and dignity, and kept their citizens happy and did not allow foreign forces to harm their citizens. Further down the road of history which has recorded King Anuosheravan that He had a title of Just.

Therefore, a King or a Queen and in this particular and contemporary case, Crown Prince Reza PAHLAVI Heir to Throne of Iran is not a government but a key component of a state, and His role is to be just toward citizens of Iran and to ensure their well being. He plays a role in a system of a state as an equalizer, which means He will make sure the motions which will be passing in the parliament will reflect on all political parties. As a result, one political party won’t be able to remain in an absolute power position in the parliament and the political power won’t be monopolized by one political party and won’t be able to legislate all kinds of laws and depriving other interest groups in the parliament. Thus, Crown Prince Reza PAHLAVI will play role of a Just Ruler, which is according to Iran’s political culture.

Mr. Morgan SHUSTER’s observation on Iran and Iranians

Dear Sir:

American and Iranian have been having amicable friendship which goes way back to early 1900, and when, in early 1900, Iran was in dire of total destruction by foreign forces of Russia and Britain, as well as, Iran lacked a secure and stable government and a state. It was during this turmoil time in Iran that one well educated American with name of William Morgan SHUSTER was hired by Constitutional Monarchy state of Qajar Dynasty to come to Iran as a treasurer-general of Constitutional Monarchy state of Qajar Dynasty and SHUSTER stated publicly that “I had come to Persia to aid the Persian Government”[1]. He was a spearheaded person in his agenda toward eradication of Iran’s corrupt public institutions and he gave extensive and well calculated instructions to Constitutional System of Qajar Dynasty on how to remove corrupt elements of public institutions in Iran. As a matter of fact, Iranian people did love Mr. SHUSTER and would follow his instruction meticulously. However, Russia and Britain were not fond of him and wanted SHUSTER out of Iran. Eventually, Russia could not handle the pressure that how Iran was flourishing under command of financial wizard Mr. SHUSTER. Thus, Russia invaded Iran and murdered innocent people. Consequently, Mr. SHUSTER resigned from his position in order to stop bloodshed and left Iran. Mr. SHUSTER made several discoveries about Iran and Iranian people’s characteristics which is worthy of mention his founding on Iran and Iranian people to President of US George BUSH Junior.

In 1907, Russia and Britain signed a treaty and divided Iran on two spheres. North part of Iran was controlled by Russia and south sphere of Iran was controlled by Britain. However, Russia’s appetite of capturing Iran was not limited to northern part of Iran and Mr. SHUSTER made a remark that “this situation, it was clear, was leaving Russia absolutely free to push forward her long cherished plans for the absorption of Persia and the establishment of a naval based on the Persian Gulf”
[2]. Today, Russia has same plan in mind to capture Iran with intention of having access to warm body of water of Persian Gulf and is assisting the clerics to built nuclear bombs so the clerics attacks the West, and once Iran has become weaken due to war against the West, Russia could capture Iran and having access to Persian Gulf.

Mr. SHUSTER mentioned in early 1900 that “European nations that these men were unfit, degenerated and incapable of producing a stable and orderly form of a government. With a knowledge of the facts of Persia’s downfall the scales drop from the eyes of the most incredulous, and it is clear that she was the helpless victim of the wretched game of cards which a few European powers, with the skill of centuries of practice still play with weaker nations as the stake, and the lives, honor and progress of whole races as the forfeit”
[3]. Thus, Mr. SHUSTER knew that the European nations played wicked games with Iranian people so that Iranian could not establish a stable and secure government, as well as, a state. Despite all difficulties Mr. SHUSTER made observation that “no one knew these representatives of a stricken race in those dark days could fail to love Persian people, or to sympathize with their just aspirations. Their faults are well known; they are principally those of environment and tradition”[4]. Indeed, today, US is losing the battle ground in Iraq because of hostile environment which is created by the clerics in Iran and the Iranian clerics are fueling the hostility in Iraq due to tradition which is Islam. However, Mr. SHUSTER came to conclusion that “the Persians are as a rule kind and hospital. They have an undue respect for foreigners. French and some English, is spoken among the wealthier classes. They, or at least certain elements among them which had had the support of the masses, proved their capacity to assimilate western civilization and ideas. They changed despotism into democracy in the face of untold obstacles. Opportunities were equalized to such a degree that any men of ability could occupy the highest official posts. As a race they showed during the past five years an unparalleled eagerness for education”[5].

As a result, Mr. SHUSTER observed that Iranian people love democracy and would like to assimilate to Western values and Iranian people have potentiality which has not been tab and as a matter of fact Iranian has been deprived for past 28 year to have a democracy in their country. So far, the European nations played wicked games with Iranian people. Kindly, President of US George BUSH making the civil disobedience tools available for liberation of Iran from yoke of Mullah to Iranian people; such as, Crown Prince Reza PAHLAVI Heir to Throne. Thus, this theology state in Iran which does not represent will of Iranian people to collapse with will of Iranian people.
